He served in the war with Mexico and relocated to Greeley, Iowa. After the Civil War his family moved to Howard, South Dakota.

He died April 13, 1893 in Howard, South Dakota
He married Saley (Sara) Sophia Howe D.A.R.

Philo C. Bissell was born in 1836 in Pontiac, Michigan, son of Daniel V. Bissell of Randolph, Vermont. He is listed in the Civil War Pension Index, filed 1878, by widow Isabella M. Underwood on behalf of his children Rosanna Bissell and Arthur Curtis Bissell. When the Civil War ended, Philo went out West in 1867 to seek his fortune, leaving his family behind in Iowa. The last letter received from him described an Indian attack on some white settlers across the river from where he was camped. He was never heard from again and his widow went on to marry George Underwood.
